The individuals earning capacity as compared to his reproduction capacity. Then his intellectual development. Which is of slow growth and has little encouragement to develop without leisure & time & inclination--free from fatigue & worry etc.
Consequently these individuals find themselves with their progeny far outnumbered and none with the mental development to grasp adjust conditions for their number.
Here & there are individuals who have freed themselves & arisen out of the chaos--done it usually by limiting their numbers--artisans.
